Why was Cesaro's push in 2014 a failure?

He was on fire from April to June but after he left Paul Heyman he became a jobber up until he teamed with Tyson kidd

Teaming him up with Paul Hayman was the first mistake. The Real Americans were becoming slightly heal at the time, or at least Swagger was being rather heel and Cesaro seemingly more babyface, but Heyman was heel. Cesaro's momentum was that of a face, but they instantly put him in another heel-like position which is what killed that momentum. He was working his way up as a good guy, not a bad guy. This is where they screwed up with him.

Also, it didn't help they were gimmicking the spinning deal. It's fine to play up a wrestler's signature, but they were taking it some place weird. Cesaro was always about more than just swinging a dude around by the legs while the cameraman zoomed in and out like a Wayne's World segment.

Cesaro was being cheered for like crazy, and instead of turning him face they teamed him up with Paul Heyman to keep him as a heel, where he feuded with face Rob Van Dam and heel Jack Swagger, defeating them at Extreme Rules, and losing to US Champion Sheamus at Payback. Afterwards he was given no direction, failing to win the WWE title at Money in the Bank, the IC title at Battleground before splitting up with Heyman and losing every PPV since up until Fastlane this year. It didn't help that despite being his manager, Heyman would non-stop talk about Brock Lesnar instead of Cesaro.

Cesaro hasn't been allowed mic time, has been on constant winning streaks, and has no personality other than the fact that he's a great wrestler, and the only people who like him are those that have seen his indy matches

A combination of things. Bad booking, creative decisions, and the reality that Cesaro wasn't as good as his hype..

Cesaro was in a heel group and breaking away with a lot of face support. Next thing you know he finally breaks free, but it is only stick him with an even bigger heel Paul heyman. That kills momentum, and it killed his. Not to mention the fact that he basically just sat behind heyman while he promoted lesnar during his screen time. People were focused on Lesnar and Heyman, not the "king of swing". He seemed like he was just kind of there and it continued to kill his momentum. Cesaro ability as a performer are also very limited to begin with. He lacks personality and was very generic with really no gimmick. His in-ring skills are my favorite but he couldn't live off that alone. Not even Bret Hart was that limited.

My hopes is they continue to work with him to find a re-packaging they can push him with and a mouthpiece to speak for so he can break away from the awkward tag-team he has with Kidd and be a singles star.

because Lesnar didn't want to share Heyman...

I think with the continued Rub from Heyman and 'guilt by association' with Lesnar as part of the same stable, I think he, Ryback, and Axel could have been great Heels

the danger comes in that with the 'peace treaty' Brock had with the authority going into Summer Slam they would have run the risk of getting into 'Corporate Ministry' Territory

They never gave him the WWE World Heavyweight Championship at Money in the Bank which should've been his instead of John Cena.

Cz they realized he's just awkward on the mic

Because WWE keep dropping the ball

wwe didn't want him to get over.

I guess Cena beat him sometime and buried him

ok
