Rose is finally taking responsibility for his actions and, at times, even seems remorseful. I think he realizes there's a good chance he'll die without being inducted into the hall and he knows he has no one to blame but himself.
The other three (scumbag) ex-players you mentioned have been unapologetic for their part in the steroids scandal and two -- Counterfeit Bonds and Palmeiro -- continue to deny they did anything wrong.
So I believe that Rose is the only one who should be inducted but that won't happen until MLB's feckless leader reinstates him. Since there's no money to be made from doing that, I don't Selig making Rose eligible for induction. Selig is the worst commissioner in all of professional sports.

The argument above that the others "used drugs to improve their game" is pathetic. Personally l'd rather see someone supposedly "cheat" to get better at their job than to repeatedly break the only rule that would ensure they would be kicked out of the game permanently for the sole purpose of making a few bucks.
Sorry, but if betting on games was as common as steroid use supposedly was it would have had a much bigger impact on the integrity o the game than any of the drugs did.

Rose had the opportunity to admit to his betting and didn't - thinking he was above the game. He could have been in the HOF 20 years ago but his misguided self-pride produced his ban from baseball.
