They are separate entities. NCAA plays in the spring and Cape Cod is a summer league, so many people play in both. You are typically recruited to play in Cape Cod from all divisions of College baseball, the best of the best, so I would guess that the talent is quite a bit better than NCAA Division I.
Definitely not d1. Cape Cod has nothing to do with NCAA. Cape Cod is one of many summer leagues for college guys to keep playing through the summer and the Cape Cod is the best summer league to get invited to. You don't tryout for those teams. They invite the best players out of all of college.
D1 has much more talent and produces more major league players. Cape cod league is basically for the people who are good but not good enough for D1.
