You have made some erroneous assumptions about the MLB.
1. MLB is separate from and has no direct control over the Hall of Fame.
2.. The MLB has to work out any and all types of drug testing programs with a very powerful players union.
3. The MLB cannot impose any unilateral sanctions without direct input from said union.
4. Whatever ongoing debate is going on concerning the Hall of Fame is fueled by the BBWAA and angry and upset fans. And that is also not controlled by the MLB.
5. I do agree that the penalties for PED use need to be made harsher !
6. The logical thing would be a standard clause in every MLB contract that PED users have automatically voided their contracts which are now null and void.
I think that that standard clause added to all MLB contracts would be a powerful deterrent and would accomplish the ending of what you and I both see as cheaters being rewarded for shafting their clean fellow MLB players.
Major League Baseball has the strictest drug policy among all major American sports (baseball, basketball, football, hockey). For example, in the NFL you aren't punished at all for your first positive test and a second positive test only results in a 4 game suspension (just 25% of the season, compared to a 100 game suspension for second positive test in MLB, which is 62% of their season). So if MLB is incredibly stupid, what does that make everyone else?
The reason Lyin' Fraud can't be banned for life or have his contract voided as a result of his use of the PED is that those procedures aren't specified in the CBA agreement.
When the next CBA rolls round, it may very well contain a clause allowing a team to void a player's contract who tests positive for PEDs.
1st offense should be banned 1 season without pay.
2nd offense should be banned for life without pay.

Wtf with this ryan braun sh!t? They actually debate whether or not to elect cheaters into the hall of fame? Anyone using should not only be banned, but every cent they made taken away. The reason people play fair is often simply because there are consequences for cheating! All braun gets is bad publicity, you think a piece of sh!t like that cares?! In the end youll say oh u cheated u suck man and hell just grin and walk away with his 100million dollars. There are no consequences. To not take away his money and ban him from the game is a direct insult to all half way decent men in the game of baseball.
