only if he catches it before it hits the ground after the batter hits it

No not all all the pitcher has to throw the ball tothe first baseman while he has his foot on the base for the runner to be out. When people play backyard baseball and there aren't full teams they sometimes do pitchers hand which is when the pitcher gets the ball the runner is out. but no, not in real baseball

The pitcher needs to tag the runner or the base before he touches the base the runner is going to.

No. Unless the ball didn't hit the ground after being hit, then it is a pop fly and the runner would be out regardless of if the runner got to the base first.

No the pitcher has to throw it to first base to get him if the batter hit it to the pitcher.

If the pitcher catches it before it touches the ground, the batter is out.

If he catches it after, then he has to either touch the batter or throw it to first base to put him out.

That's the rule in my slow pitch whiffle ball league, but not in real baseball.
