There are at least 75 different styles of Taekwondo that are recognized as being legitimate Taekwondo by the Korean government. Then there are dozens of organizations for the various styles. They don't communicate telling each other who has been promoted. There are thousands of high ranked Taekwondo practitioners. The real question is how many of them are legitimate?

I'm pretty sure that everything above a certain rank is just an honorary rank. As far as how many there are. No idea, no one can tell. I think if you go back 40-50 years there were a lot more restrictions to handing out belts and being a certain rank came with some respect. I mean if you were a 7th dan in TKD 200 years ago I'm sure that was a big deal. But the past 20 years or so belts are handed out to the left and right. It means very little today. I've seen 25 year olds that were 5th or 6th dan. To me when someone says that they are a black belt my first reaction is just "So what?". The TKD community has become so corrupt in it's belt system that they lost all respect. So no one can tell how many 7th dan there are.
Who cares?
TKD has so many McDojos that hand out rank like candy that it really means anything.
What matters is how many black belts of each rank are good at their art. That unfortunately isn't something that we can get an exact number on.
In some arts, Shodan and above are considered something to be earned. And in those styles getting numbers would be easier, but not easy.
So the better question is why are you asking this? Frankly I'm more impressed with someone that has just earned their Shodan (1st degree black belt) than someone who is a 5th, 6th, or higher degree and not.
Around 6 or 8 years ago, Kukkiwon stopped posting these statistics. Up until that point, there were about 15000 registered worldwide, about 2000 8th dans, and around 500 9th dans. At the time, there were less than a dozen 10th dans, and they all resided in Korea.
But times change, and Kukkiwon no longer posts statistics.
Also, not all schools listed as WTF get their certifications from Kukkiwon - some self-certify. Of course, there are others - like ITF and ATA schools - who have their own certifications, but they do not post their statistics.
Sorry, but there is no way to answer your question with any reasonable accuracy.
If you take into consideration all the styles and millions of practitioners most probably the number can be near to 100 thousands....Is more like a logical number though, rather than anything else...
There are probably tons considering how commercialized Taekwondo has become. More than I could count.
