You don't have to solve your week 9 bye problems today. Keep an eye out for a good RB free agent to pick up as the season develops. Useful players will emerge. Sankey and Moreno are actually decent bench RBs, for now. I don't like your QBs at all, but that's the price you pay when you wait a long time to take a QB. The rest of your team is pretty solid.
Until the Jags show an offensive pulse, try to pick up off waivers the defense playing them each week.
