Yes I'd consider it one.
It's not something I'd recommend but it's a fighting technique so in general terms I'd say yes.
There are a variety of ways to choke a person. So yes it can be considered a technique.
Remember the objective in martial arts is self preservation. If strangling someone that is attempting to harm you keeps you alive it was a good technique. It might not be a popular technique. It can be easily countered. But it can work.
It is a martial art technique. For obvious reasons it is kept out of sports and even in real life situations it is not the first thing recommended.
Nah, I wouldn't really consider it a technique. There is no technique in it. It's actually just fighting for your life and using a move out of desperation. That move is not really effective. Maybe it is in the heat of the movement but the problem is that the guy you are choking can still reach you and punch you in the face.
Yes and no. Since it's not actually taught in any Martial Arts. But you basically just choked someone.
No, that would not be considered a martial arts technique. It's a violent tactic that untrained people would use.
An often overlooked legit technique.
You will probably will not choke anyone with it in a grappling match, but it is something you can do to force your opponent to move, opening up other submission opportunities.
There are techniques, such as a choke-hold, that can eventually lead to death via strangulation.
Not a chokehold, but strangling someone on the neck with their hand/hands. It is violence, yes, but can it be counted as a martial art technique?? Just asking.
