Lee wins. Sasuke has no defense and his speed while gates are open is just too quick. Sasuke at final chunin exam doesn't even have 3 tomoe sharingan yet.
I used to know a guy who did karate and his father could open three gates and became a hall of famer for it. His old master learned how to master all eight gates and could even beat the Devil's Champion. I go with Rock Lee because Sasuke can't open his gates and was cursed by a very bad man for this. Got put in a barrel and brought around until his friend came and hit him for turning on his dojo.
