Training with them is fine, carrying them in public is fine as long as they are in a bag.
No, it would be like carrying a replica of a real gun around town. Plus someone will feel threatened even if you hit them with foam nunchucks.
I'm going to get a pair of rubber foam nunchucks am i allowed to carry them because there not hardwood or hard material ?
