This is actually a tough one. It's hard to make the case that, despite fighting a weight up, Fedor would be stronger, since he was a "small" HW and Jones is largely considered a "big" LHW. I think Fedor's faster, but he still has to get past Jones's reach, and Jones does a good job with those thrust kicks to the leg and body, something Fedor never faced. I'm not sure who has the advantage in the clinch, either, because both have tossed around people from there; that said, Jones WILL go for leg-dive takedowns, and Fedor was susceptible to those in the past. I think Fedor's got the submission prowess to tap Jones, but I'm not sure he'll get into a position to do so. Both have savage ground-and-pound, and powerful strikes on the feet, though Fedor throws combos while Jones tends to pot-shot. There are also a few X-factors: I think Fedor was more mentally composed and better at game-planning, and better at blending the elements of striking and grappling, and Jones is unpredictably creative.
In the end, I feel like Fedor would probably come up with a way to counter Jones's reach with his speed, fluster him with hard, fast combos on the feet or the ground, and maybe find a sub via armbar. I can see him having to fight off of his back, though, and weathering some of Jones's ground-and-pound via elbows, which would likely cause a cut.
