The idea that someone would win a fight simply by kicking someone in the balls is overblown. It doesn't knock you out. It doesn't cripple you. It hurts, but so does everything else in a fight.
All other things being equal, the odds would be with the man, simply due to the fact that even when close to the same size, men tend to have more strength. If we're assuming the same level of skill and equal psychological and physical conditioning, then the man would still probably have a strength advantage.
There was a UFC fight, back when there was only penalty fee for certain things rather than there being rules, where a guy kicked groin kicks repeatedly. The other guy was just shocked and couldn’t figure out what to do, but he wasn’t anywhere near taken out by the shots. If the shock of ‘is he/she allowed to do that?’ washes off I don’t think there is any big advantage to groin shots. At that point, high end athletics between the genders being what it is, I think the guy would have better shot at winning.
IF there were no rules what makes you think that only women would try to kick your balls? I know plenty of guys who would do that to finish a fight quick. You'd be stupid to choose not to and instead stay in a fight longer and risk getting hurt. In the old days in tournaments the groin was a target and I remember a friend of mine who was in a tournament and kicked the other guy so hard he shattered his cup.
