Depends on what you mean by "fighter".
Generally, or at least in popular culture, the word fighter anymore refers to a combat sports practitioner, as opposed to someone who just studies martial arts with no competitive intentions.
The martial arts can be done for many reasons, be it for sports, self defense, fitness, hobby, or even just because you're fond of something about it. Even someone trained for self defense can go their whole lives without ever having to use any of their training. Jackie Chan does indeed study the martial arts, but to what extent is his own reasons.

Yea man what did you think they just picked one random Chinese man up out of the street and made him famous LoL :) watch his programme you know the cartoon you watched as a child hell show you how to do the moves also he makes up some of the moves in rush hour they let him script the fighting scenes I don't think he actually fights seriously but I'd imagine to get to the level he is at he would have to fought more than once

Of course he is. Watch some of his earlier movies. Back then, it was harder to fake fight scenes and relied mostly on the actors talent.
