I started studying Kenjutsu about 3 months ago. I would like to purchase a entry level katana so i can practice my cuts on various objects. Can any one help me out?

Ask your instructor for advice. There may be criteria for a katana related to the style you are learning.

Paul Chen are good too, Hanwei, but they are hard to come by anymore. Once in a while you will find one on e-bay.

Also ask your teacher for his recommendation. A lot of times they have accounts with companies and can get things cheaper.

You will get a wall hanger for that amount. A stainless steel one that is not made to practise with.
